Sint Maarten's official tourism information currently points stayover visitors arriving by air at Princess Juliana International Airport, and yacht visitors, to a free digital ED Card at entry.sx.
Is it mandatory?
Official Visit St Maarten guidance currently says the form is requested and highly recommended, and that it is not fully mandatory yet in the official sense. The same page notes that airlines may ask for the QR code at check-in.

French Saint Martin
French Saint Martin does not have its own ED Card. Official tourism says arrivals at Grand Case (SFG) and French-side marinas do not use entry.sx. If you land at Princess Juliana, you pass Dutch-side immigration first, even if you are staying on the French side.
