The Embassy of Panama visa page lists the United States of America among nationalities that do not require a visa.
That is visa exemption for ordinary tourist entry, not a work or residence permit.
Resolución 22706 (September 2021), cited on that embassy page, states that citizens of the United States and Canada may stay up to 180 days as tourists in Panama.
The same embassy page also says the maximum stay for the visa-exempt list is three months. Treat the officer’s stamp as the binding grant and confirm current Migration practice if your trip is long.

Migration’s public FAQ lists entry requirements: original passport or travel document with at least three months’ validity; proof of economic solvency consistent with the stay and in no case less than B/.500.00 (not required for children under 18); a confirmed reservation to leave within the established period; and a visa if your nationality requires one.

There is no universal digital tourist arrival card for every Panama visitor.
Visitor entry is immigration inspection. Separately, the National Customs Authority offers an online Traveler Declaration (Declaración de Viajero) when you need to declare applicable goods, money, or other items entering or leaving.
Completing a customs declaration does not replace a passport, visa exemption, or inspection.
Most air visitors go through immigration at Tocumen (PTY) or another international airport, then baggage and customs.
Use declaraciondeviajero.ana.gob.pa when a declaration applies. It is not required of every tourist with nothing to declare.
